NCCU President Tsai-Yen Li’s Reappointment Approved by Vote, to Be Submitted to the Ministry of Education for Final Approval.

The reappointment vote for National Chengchi University (NCCU) President Tsai-Yen Li concluded on the evening of October 23 (Thursday), with results showing that President Li received a majority of approval votes, confirming his continuation as NCCU president. President Li’s current term will end on July 31, 2026 (ROC Year 115), and his new term will extend from August 1, 2026, to July 31, 2030 (ROC Year 119). The reappointment voting process was conducted in accordance with Article 15-1 of the NCCU Organizational Regulations, and the result will take effect after official approval from the Ministry of Education (MOE).

The MOE sent an official letter on April 14, 2025 (ROC Year 114), inquiring whether President Li would participate in the reappointment evaluation for national university presidents. After Li expressed his willingness to continue, NCCU submitted a university affairs report to the MOE on May 28, and subsequently received the MOE’s Reappointment Evaluation Report on July 28.

To facilitate the reappointment process, NCCU established a Presidential Reappointment Committee in accordance with Article 15-1 of the Organizational Regulations. Seven committee members were elected during the 235th University Affairs Meeting on August 29, with Professor Liao Hsing-chung appointed as the convener. The list of committee members was publicly announced on September 9.

The reappointment voting took place from October 17 to October 23, utilizing a dual-track system that combined in-person and online voting. To ensure that faculty members on leave, business trips, overseas assignments, or secondments could still exercise their voting rights, NCCU introduced an online voting mechanism. With the support of the Computer Center, the voting process was carried out under strict principles of confidentiality, security, fairness, and impartiality.

According to Convener Liao Hsing-chung, there were 841 eligible voters in total, with a voter turnout rate of 83.23%. The results showed 643 votes in favor, 48 votes against, 9 invalid votes, and 141 uncollected ballots. Approval votes accounted for 76.46% of all eligible voters, surpassing the majority threshold of 421 votes required by Article 15-1 of the Organizational Regulations. As a result, President Tsai-Yen Li has officially secured a second term as NCCU president. The university will submit the results to the Ministry of Education for official reappointment procedures.
