「烏克蘭全面戰爭四年：民主社會的經驗與啟示」

自2022年俄羅斯全面入侵烏克蘭以來，這場戰爭不僅深刻改變歐洲安全情勢，也對民主國家的國防韌性、社會動員、國際合作及安全政策帶來前所未有的挑戰。歷經四年的全面戰爭，民主社會如何從烏克蘭的戰爭經驗中汲取教訓，並進一步思考如何強化自身的安全韌性與民主防衛能力，已成為國際社會高度關注的重要課題。

本次講座特別邀請德國聯邦眾議院議員Roderich Kiesewetter 擔任主講人。Mr. Kiesewetter 曾擔任多項軍事指揮與參謀職務，包括北約、德國國防部、以及參與數次海外任務。並自2009年開始連任多屆德國國會議員，為德國基民盟／基社盟（CDU/CSU）國會黨團成員，在國會內為外交政策委員會代表。本次講座Mr. Kiesewetter 將從德國及歐洲的觀點出發，分享烏克蘭戰爭對歐洲安全秩序、民主社會與國際合作所帶來的影響，並探討民主國家面對軍事衝突、混合戰與地緣政治挑戰時，可以從這場戰爭中獲得哪些重要經驗與啟示。透過第一線政策與安全事務觀察，本次講座將帶領與會者深入思考戰爭對民主社會的長期影響，以及民主國家如何共同面對未來的安全挑戰。

“4 Years of Full-Scale War in Ukraine: Lessons Learned for Democratic Societies”

Since Russia's full-scale invasion of Ukraine in 2022, the war has profoundly reshaped the European security landscape and presented unprecedented challenges to democratic societies in the areas of national defense, societal resilience, mobilization, international cooperation, and security policy. After four years of full-scale war, the lessons emerging from Ukraine have become increasingly important for democratic countries seeking to strengthen their resilience and ability to safeguard their societies and democratic values.

This lecture is honored to feature Roderich Kiesewetter, a member of the German Bundestag, as the speaker. Mr. Kiesewetter has held various military command and staff positions, including assignments with NATO and the German Federal Ministry of Defence, and has participated in several overseas missions. Since 2009, he has been repeatedly elected to the German Bundestag and is a member of the CDU/CSU parliamentary group. He also serves as a representative on the Bundestag’s Foreign Affairs Committee.

In this lecture, Mr. Kiesewetter will share his perspectives from Germany and Europe on the impact of the war in Ukraine on the European security order, democratic societies, and international cooperation. He will also explore the important lessons and insights that democratic countries can draw from the war when confronting military conflicts, hybrid warfare, and geopolitical challenges. Drawing on firsthand observations of policy and security affairs, the lecture will encourage participants to reflect deeply on the long-term effects of war on democratic societies and on how democratic countries can work together to address future security challenges.
