On the morning of February 19, 2025, the groundbreaking ceremony for the second phase of the National Chengchi University (NCCU) Zhinan Campus Student Dormitory project took place. The ceremony was hosted by Vice President Chan Chih-Yu, representing the university president. The ceremony was graced by the presence of several distinguished individuals, including Dean of General Affairs Yu-Hsin Tsai, Associate Vice President for Student Affairs Meng-Hsuan Ku, Library Director Liao Wenhong, International Relations Center Director Wang Xinxian, Housing Division Chief Zhao Jigang, architect Lin Zhoumin, and the construction team. This event marked a historic moment for the university.

In his speech, Vice President Chan Chih-Yu emphasized the importance of the new dormitory project in enhancing the accommodation environment for NCCU students. With the opening of the South Ring section of the MRT Circular Line, the university’s off-campus Zhuangjing dormitory, which housed approximately 1,200 beds, will be demolished. To address student housing needs, the new Zhinan Campus dormitory aims to provide around 1,800 beds. Vice President Chan also highlighted that the project received support from the Ministry of Education’s "Student Dormitory Basic Facilities and Public Space Improvement Subsidy Program." The new dormitory will feature a variety of public amenities, including communal kitchens, small seminar rooms, and lounges on each floor. Its proximity to the library is expected to offer NCCU students a high-quality living and learning environment.

The Zhinan Campus dormitory, situated between the International Relations Center and Daxian Library, will encompass a total floor area of approximately 33,411 square meters, comprising four buildings, each featuring 10 to 11 floors. To address the rising raw material costs and labor shortages, NCCU is implementing a phased contracting strategy to ensure the smooth progress of construction projects. The dormitory project is divided into three phases:
*Phase 1: The perimeter fencing and construction permits were completed on August 1, 2024.
*Phase 2: The site preparation contract was awarded on December 13, 2025, and is expected to be completed by August 2026. Today's ceremony marked the commencement of this phase.
*Phase 3: The dormitory construction phase will undergo re-bidding after the budget is increased, with the goal of completion by December 2029.

At the end of the ceremony, Vice President Chan Chih-Yu and the distinguished guests performed the traditional groundbreaking ritual, symbolizing hopes for a smooth construction process and on-time completion. Once completed, the new dormitory will provide students with a better living environment and serve as a critical foundation for promoting campus development and enhancing competitiveness in higher education.
