ICI Dean, Vice Dean Discuss Vision and Ideas for the Public Promotion of Artificial Intelligence and Its Future

In an artificial intelligence (AI) public workshop hosted by National Tsing Hua University on the 18th of January 2022, Professor Wen-Ling Tu, Dean of National Chengchi University’s (NCCU) International College of Innovation (ICI), and Professor Hsien-Ming Lien, Vice-Dean of ICI, were invited to speak on the topics of “Public AI: Present Situation and Vision” and “Public Cooperation and Promotion Model”, respectively.

Both sessions were aimed at developing a new direction of “Publicizing AI”, brought about by social science and humanities research on the role of technology in social development. The workshop also aimed to explore new findings of organizations within the public sectors, non-governmental organizations, social science scholars, and big data scientists. Development of non-profit AI and data analysis applications through cross-disciplinary cooperation was also covered within the seminar in an effort to share new innovations of artificial intelligence to the public domain. Such are seen to be opportunities to utilize technological development in advancing social welfare and producing high output people-oriented projects.

In regards to the cooperation and promotion of “AI Publicization”, Professor Lien talked about past experiences of working within academia and government agencies in building databases. The professor believes that the government must promptly plan and train promising talents in AI Data Processes in accordance with relevant laws and regulations. At the same time, he highlighted the vitality of humanities and social science scholars actively participating in the design of AI applications. Be it from data collection, data annotation, program design, or intellectual property management, all of such need intervention of the humanities to create high added-value and low social shock products and applications.

Professor Lien also shared with the audience the key to success in AI publicization, using his experience at the Taiwan Research Center and collaborating with government agencies to conduct research using big data. The professor assisted the government in designing to compile and monitor the National Health Insurance database for taxing rate and charges for insurance. He also taught courses and forums concerning analyzing big data utilizing fiscal and tax statistics. Solutions in building mutual trust with the general public, anchoring data on selected research inquiries, details of interagency cooperation, and difficulties in sharing research results were also various key topics shared with the audience.

At the end of the session, many audience members asked questions about the public promotion and application of AI. Professor Lien believes that the key to counterbalance AI capitalization with AI publicization in the future lies within combining the power of government and academia in developing technological research together, training talents with expertise in related fields, and accessibility to the populace by combining research and promotion of cross-disciplinary public issues. He added that artificial technology developed in domestic and foreign academia must also concurrently be made public, so that technological innovations and databases originally focused on private enterprises can be made accessible to the citizenry. Furthermore, the professor emphasized on hiring engineers and legal personnel with expertise in artificial intelligence and big data analysis so that different government agencies can be linked across domains, and services of AI publicization can be expanded and deepend to achieve a win-win situation as well as a positive social cycle for the industry, government, and academia.
