The 2017 Handover Ceremony of Supervisors of NCCU and the Consensus Conference on School Development started by the opening by President Edward Chow (周行一), stressing the three future developments of teachers, education and resources. In addition to continue recruiting and cultivating experts, the college education should focus on morality, intellects, physical and society. “Morality refers to the learning attitudes of students to fit in the society; intellects is about solid learning, apart from the course refinement, we also encourage ‘self-learning’ of students”, stated Chow.
In terms of physical education, President Chow pointed out that with the upcoming accomplishment of the school gym reconstruction and the foundation of NCCU Division I basketball varsity “雄鷹”, expecting to stimulate students and faculties’ passion toward sports. Speaking of the “society”, Chow encouraged all teachers should form an instruction group. In terms of resources, with the MRT Cheng Chi University station to be built in 2021, multi-functional flipped classrooms and the significant NCCU alumni, it is hoped that teachers can garner consensus for giving back the school.
As for the priority of 2017 school affairs development, President Chow firstly mentioned the implementation of course refinement, offering both basic and interdisciplinary courses focused on the students, to reach the goal of multi-learning. Setting lower thresholds and better qualities for double major and minor programs as well as planning micro program in units of department for more efficient course selection system.

College of Commerce, College of Communication, College of Social Science, College of International Affairs, College of Education and College of Science have already established English Taught Program (ETP) in 2017, the other three college will set it up in 2018.
To meet the world trend, NCCU will establish interdisciplinary colleges of Humanity Innovation and Entrepreneurship. According to Chow, What is actively promoted in the universities of China is the enterprise education and NCCU needs to combine human science with technology which cultivates entrepreneurship and creativity.
“NCCU is the water nourishing Taiwan and the world”
In the conference,Vice-President Chen Shu-heng (陳樹衡) purposed the middle- long range school development plan and the higher education project of the Ministry of Education. Echoing the claim of President of Yale University, Peter Salovey, in 2017 World Economic Forum (WEF), Chen considered that NCCU being a leading university of humanity and social science, scientists should understand literature as well as diplomats should know about cultures and languages. Chen also pointed out that content is necessary for humanity and social science, as if water nurturing Taiwan and the world, NCCU will serve as the leadership of ideas, inspiration of the society and the global reach.
“ The university is flat, there’s no inner fence.” Vice President Chen Shu-heng (陳樹衡) mentioned that colleges should cooperate and integrate with each other, offering interdisciplinary learning environment to fortify students’ adaptability in the future. “Serving as a ‘knowledge factory’”, an university should think over its future first, including the operation goal, research direction and the meaning of campus.
When it comes to the role of NCCU in Taiwan, Chen thinks that NCCU should shoulder the responsibility as a public university, be “no fence” in development, carry out industry-university cooperative projects and innovation incubation. NCCU is more than a “knowledge warehouse”, but “laboratory of action”.
“In the next five years, NCCU will launch five strategies and action plans including a solid foundation of learning environment, an interdisciplinary international campus, a humanity and innovative industry platform, a social practice field and a knowledge open campus to carry out the higher education project”, stated Chen.
